Don't know how old she is (or even if she's single and interested in men), but Linda Watson, maybe? (mostly seen as Oversteegen's exec, apparently got a brief mention as Captain of Gauntlet in AAC that I missed)

I think most unattached women with significant screen time are either rather senior to Scotty (Mike Henke, Sonja Hemphill, etc.) or rather junior to him (Abby Hearns, Helen Zilwiki, etc.). Maybe Stacey Hauptman if you want a really outside the box suggestion (she's only two years younger than him).

Here's one that is a little out in left field, but plausible, IMHO: Princess Ruth.

Of course, she's on Torch and he's out in Talbott, but I can see here coming out there to consult/reseach the MAlignment and meeting him (as her official escort?)

I don't think he knows HOW to live a quiet life even if he wanted to. Naomi would just up the adrenalin factor somewhat

He certainly could. We don't know enough people outside the military though. And, with the career he's had, Scotty doesn't much either.
