And so can range, navigational draft, beam, handling, survivability, and a plethora of other factors. Naval architects have to balance all those and more. Speed doesn't always win. Better, Faster, Cheaper -- pick any two.

Case in point: very few modern naval warships can do 36 knots anymore -- at least post manufacturer's trials.

The prototype subs could simply be delivery systems for flammable so and explosives, sent directly into the docks, wharfs and shipyards, approaching beneath the waves. It could allow them to sneak past multiple defences. The shock and awe of it could be a powerful weapon.
