I'm wondering how Charis could afford a galleon fleet while Corisande could only do it with the church's s money.

Charis was the major trading nation on Safehold so they could afford to build a galleon fleet.

In Corisande's case, IMO it was more a matter they lacked the "cash on hand" to build one as quickly as they thought had to.

Another way to put it is that Charis had a greater surplus in its treasure than Corisande had in its treasury.

As I recall, one of the reasons the Church distrusted Charis back in the beginning of OAR was that Haarahld had managed to stay out of debt to the Temple. And as we've seen in LaMA, Charis has and has had for a long time a reputation for being able to pay back what it borrows, so even if Haarahld couldn't afford to pay for his fleet out of cash on hand, he almost certainly could borrow to make up the shortfall.

Another thing to consider is that during the Armageddon Reef campaign, the Charisian galleon fleet was fairly small - only about two dozen ships, as I recall, many of which were converted merchantmen. The main expense involved would probably be the artillery, but much of that was obtained by stripping the reserve galley fleet of its krakens. So the expenses involved in creating the fleet were smaller than you might imagine, and certainly smaller than those Corisande would have had to pay to build a galleon fleet.

With one small nit. ;)

King Haarahld VII had 30 war galleons for the campaign, most were conversions, avoiding the 300,000 marks to build and equip each, albeit with another ~30 under construction that were finished in 892-3, easily making Charis the supreme naval power on Safehold.

However, the latter construction came close to almost absorbing the treasuries entire positive accumulation from both Cayleb's father and grandfather's reigns.
