Does this book advance the mainline plot in any significant way or is it just background filling?

It advances several different plots but the key elements are in the second half of the book.

We learn a lot about some of our favorite characters. Helena and Paolo finally get together!!

There are a couple of battle scenes involving characters we know.

And at the very end, the main plot is advanced...somewhat.
