Well also mentioned in Field of Dishonor was that Captain McKeon picked up the "cover charge" to visit Honor prior to her leaving to be invested as Steadholder Harrington. And other than Lieutenant Tremaine, every single other Harrington-clique we have ever seen eating at Dempseys was a full commander or higher.
Which basically makes Dempsey's into an unofficial Officer-club, where the only junior ranks that come in, are the ones that have rich families and a good bank balance. Excluding the purely civilians that clearly used it to, as when Harrington came in to challenge Summervale; he was a civilian and there were many civilian witnesses to her challenge.
