It's a particular character who realised that every past tragedy they and their nation had suffered was the result of manipulation by outside forces - and saw an opportunity to put a permanent end to said manipulations after all hope had seemed lost.

Okay. It's from one of the short stories, combined with a particular password in a following story used by a character in both. Too easy if you've read the stories, otherwise rather obtuse... I'll edit in the key word if noone gets it right off.

The only person who comes to mind is Sharon Justice, although she doesn't really fin the remainder of the clues given. She of course first appears in Fanatic, and subsequently in Cauldron of Ghosts, but I cant think of the relationship to the passwords that Victor used in Fanatic.

That is obviously a reference to Ginny Usher. Again she appears in From the Highlands and again in Fanatic (right at the end) and in Crown of Slaves, but has no relation to having executed an individual in law enforcement - which Sharon Justice did. So I'm still confused about the relationships to the song and references.
