The fact that Andrea was concerned about a lack of tact or decency discussing Santino when he couldn't verbally defend himself spoke volumes of her character. She merely tried to protect the lives of Santino's crew from dying a senseless death. Now here she is trying to protect his sorry ass even after he's dead. What an officer! There was "An Officer and a Gentleman."

Harold basically got it. The idea that Elvis Santino could, in fact, be that damn petty was not considered a possibility.
