I won't be surprised if Jaruwalski get a squadron commander, she was umpire in a lot of simulations and she was helping with designing and planning new operations, so she has a lot of experience in tactics and strategy.

I don't remember were it was but after Honor made her changes to ATC the first lord (I forgot the name sorry) was saying how much the navy got out of having everyone work on allied tech and with ally personnel. The RHN has a talented officer corp that can give Honor new ideas especially considering how flexible they had to be to work around RMN tech advantages.

Jaruwalski's an interesting case. Can an officer really go through the Crusher when she's already helped to run the Crusher?

I think its very likely that she had would have already attended the Crusher before she was Santino's Ops Officer

The textev in Ashes of Victory (AoV) is that Honor told Jaruwalski that "no, she wasn't going to offer her the Crusher", but something else, to help make changes to the tactical curriculum. While they were there during Harrington's tenure as ATC commandant, however, AoV says that Andrea earned the rueful respect of the attendees as an op force commander in the Saganami Island sims.

My thought is that time as Honor's tactical aide was effectively "her Crusher". When Honor was relieved as the Commandant of the ATC, during her interview with with Caparelli, he thanked her for Jaruwalski's career's resuscitation. Perhaps "offstage" her Crusher attendance requirement was likely stamped as completed with honors.

HAHA, bad pun alert. With Honor, specifically.

It's far more than that where Haven is concerned - forcing Manticoran/Grayson and Havenite military personnel to work together, side by side, in the same chain of command, is the quickest glue I can think of for the Grand Alliance, and that alliance needs glue fast. We can already see the top levels of command gelling beautifully - Honor and Tom Theisman, Eloise and Elizabeth, Shannon and Sonja, Lester and Honor - but the ranks are going to have a harder time, particularly when they don't know Havenites personally the way Elizabeth, Honor, Hamish, Sonja, etc. now do. Having the two navies work intertwined will hammer home faster than anything else that opponents are human beings too, and will force the rank-and-file to see their erstwhile enemies as human beings - as people they could like, and become friends with, and perhaps even marry - and that is what will hold the Alliance fast in the face of the Solarian League and Mesa. A shared enemy is a start, but teamwork will set the seal.

When it shows outside the Alliance, it will also tend to reinforce the notion among Solarian minds that it's really, truly safe and pleasant to stop being an enemy of the SEM and Republic of Haven. If you only have to abandon a pseudo-national identity that's been nothing but an abstraction, nothing but an organization in which your home planet takes part, in order to get out of that line of fire and get back to sweet peace and trade... well, the deal will look mighty good.
